Practice Before the Pressure

AI Election Readiness Through Red Teaming and Experiential Learning

Game-Changing Impact

Election officials work to ensure that every eligible voter can cast a ballot and that every ballot is counted accurately. As AI tools become more capable and widely available, they introduce new opportunities and considerations for the systems and processes that support election administration. Jurisdictions small and large need practical ways to understand these technologies, evaluate their potential uses and limitations, and build the judgment to respond effectively as AI capabilities evolve.

Frontier designs immersive red team exercises that explore both the risks and opportunities of AI in election operations.  Adversarial red teaming explores how AI could be misused or create operational challenges, while beneficial red teaming examines how the same technologies could support information assessment, decision-making, and response planning.

Together, these approaches can help election officials and administrators develop practical AI literacy, evaluate emerging risks and opportunities, and strengthen organizational readiness.

Our Partnership

Frontier designed and facilitated an immersive, scenario-based simulation that brought together AI safety expertise, election operations knowledge, and experiential learning design to help elections professionals navigate an increasingly complex threat landscape.

Set within a realistic, fictional election environment, the exercise invited participants to explore AI from both adversarial and defensive perspectives. Through adversarial red teaming, participants examined how AI could be misused to disrupt election operations, spread misinformation, and undermine public trust. Through beneficial red teaming, they explored how AI could support information verification, threat detection, and incident response, while considering the importance of human oversight in high-stakes situations.

By engaging directly with realistic AI-enabled challenges, participants moved beyond theoretical discussions to test assumptions, examine potential vulnerabilities, and consider how emerging technologies could both create risks and strengthen defensive efforts.

“Thank you for inviting me to join this.  It was fascinating…My mind is racing …”

  • Former Federal Election Security Leader
    and State Election Administrator

“From a safeguard perspective, I think this was really eye-opening in a way where there's a lot of work that can be done”

  • Annonymous Red Team participant

[The exercise helped us learn] “What do we need to watch out for and focus more on the defensive side… it was a way for us to brainstorm with a bad actor without being the bad actor.”

Frontier brought together AI safety expertise, election operations knowledge, and experiential learning design to create a realistic, scenario-based simulation for election professionals. We balanced adversarial red teaming (how AI could be misused to disrupt operations and undermine public trust) with beneficial red teaming (how AI could support verification, threat detection, and incident response), keeping human oversight at the center of high-stakes decisions. A tailored facilitation guide, rotating simulation rounds, and a participant survey and joint debrief helped turn the experience into lasting insight.

The result: a practical, repeatable model for AI election readiness that lets officials test assumptions, examine vulnerabilities, and strengthen their response before the stakes are real.
